THE GREENHOUSE GAS INVENTORY CATEGORIES MUST BE UPDATED EVERY 2 YEARS

Article 6 of Decree No. 06/2022/ND-CP on regulations for greenhouse gas emission reduction and ozone layer protection stipulates that facilities must conduct a greenhouse gas inventory, including: (1) facilities with annual greenhouse gas emissions of 3,000 tons of CO2 equivalent or more; (2) facilities with annual energy consumption of 1,000 tons of oil equivalent; and (3) facilities handling solid waste with an annual operation capacity of 65,000 tons or more.

However, in Decision No. 01/2022/QD-TTg issuing the list of sectors and facilities required to conduct a greenhouse gas inventory, only 1,912 facilities are listed.

Mr. Luong Duc Anh (Hanoi) asked if only these 1,912 facilities are required to conduct a greenhouse gas inventory, or if all facilities meeting the conditions specified in Decree No. 06/2022/ND-CP are obligated to carry out a greenhouse gas inventory.

In some provinces, the list of facilities, according to information from the Department of Industry and Trade, meeting the requirements of Decree No. 06/2022/ND-CP is larger than the number of facilities in Decision No. 01/2022/QD-TTg.

The Ministry of Natural Resources and Environment responded as follows:

To implement the regulations for building and updating the list of sectors and facilities with greenhouse gas emissions that must conduct a greenhouse gas inventory under Article 6 of Decree No. 06/2022/ND-CP dated January 7, 2022, the Ministry of Natural Resources and Environment has coordinated with the Ministry of Industry and Trade, the Ministry of Transport, the Ministry of Construction, and provincial People's Committees to review and compile the latest information and presented it to the Prime Minister for approval in Decision No. 01/2022/QD-TTg dated January 18, 2022. This list is the first published list of sectors and facilities required to conduct a greenhouse gas inventory as stipulated in Decree No. 06/2022/ND-CP.

According to the regulations, the list of sectors and facilities required to conduct a greenhouse gas inventory will be presented to the Prime Minister for periodic updates every 2 years.

The number of facilities on the list will change based on the review and compilation by the ministries responsible for energy, agriculture, land and forestry use, waste management, industrial processes, and provincial People's Committees.

The greenhouse gas inventory requirement is mandatory for the facilities listed by the Prime Minister, while facilities outside the list are encouraged to voluntarily conduct greenhouse gas inventories and reduce greenhouse gas emissions in their production and business activities.
